Flatout 2. It's hilarious, works great with wheel. I built an entire seat just to play it (get yourself an old car seat complete with position adjuster and some timber). Flatout Ultimate Carnage is a remastered Flatout 2 that is more like an Xbox 360 game.
Depends what sort of game you're looking for, if you want street racing go for Heat, otherwise Forza. Crash Team Racing is pretty good, Activision kinda ruined it with microtransactions. If you want to go fast, Sonic Adventure 2 is on steam for like $5. And the Sonic Racing games are pretty good.
